二、申请人的资格要求：

normal style="margin-left:0.0000pt;text-indent:28.0000pt;mso-char-indent-count:2.0000;" >3.本项目的特定资格要求：（1）投标人应具备《中华人民共和国政府采购法》第二十二条所规定的供应商资格；（2）投标人必须具有独立承担民事责任的能力、良好的商业信誉和健全的财务会计制度、履行合同所必需的设备和专业技术能力；（3）投标人必须具备建设行政主管部门核发的环保工程专业承包叁级以上(含叁级)资质;拟投入项目经理需具备市政工程专业二级及以上建造师注册证书并具备有效的安全生产考核证书（B本）；（4）参加本次政府采购活动前三年内，在经营活动中没有重大违法记录；（5）投标人必须工商营业执照、税务登记证、组织机构代码证以及其他相关证件齐备、合格有效，具备本项目的经营资格；（6）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标；本项目不接受联合体投标。（7）对在“信用中国”网站(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)等渠道列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单及其他不符合《中华人民共和国政府采购法》第二十二条规定条件的投标人，不得参与政府采购活动；
